About the Berlin Community Development Corporation
Our History and Role
The Berlin Community Development Corporation (BCDC), serving the community since its inception, has operated under the name Berlin Industrial Development Corporation since 1952. In 1991, it restructured and became the BCDC, continuing its vital work. With over half a century of dedicated service, the BCDC acts as the lead economic development agency for Berlin, Wisconsin. Our purpose is to provide essential technical assistance, business expertise, and diverse financing options to entrepreneurs and existing businesses, empowering them to locate, establish, grow, and successfully expand within our community. This commitment directly supports the vitality and economic health of Berlin.

Revolving Loan Fund (RLF)
The BCDC administers the City’s Revolving Loan Fund, established through a Small Cities Community Development Block Grant. This fund provides below-market interest rate financing for eligible business development projects. Please note that a 20% private financing match is required.
Access to Federal Programs
BCDC staff have successfully navigated federal funding sources, including those administered by the U.S. Department of Housing and Urban Development (HUD) and the USDA Rural Development, to assist qualifying businesses with expansion projects. The USDA Rural Development Business Fund provides below-market interest rate financing for eligible business development projects. Please note that a 20% private financing match is highly recommended.
Access to State Programs
We collaborate with state agencies like the Wisconsin Economic Development Corporation (WEDC) and Wisconsin Housing and Economic Development Authority (WHEDA) to help businesses access state economic development grants and loans.
