BCDC

The Berlin Community Development Corporation (BCDC) hosts the City of Berlin Small Cities Revolving Loan Fund, and meets on the last Tuesday of each month at 7:00 AM in the City Hall Council Chambers. The BCDC operates as an independent Non-Profit Organization distinct from the City, founded in 1991, with responsibilities delegated by the City to enhance Economic Activity and Prosperity within the City of Berlin.

Board of Appeals

The Board of Appeals meets at 5:30 PM on the 3rd Tuesday of each month at the City Hall Council Chambers. This board consists of 5 members and 2 alternates, and is a 3-year term (expires November 1st)

The Board of Appeals is created and regulated pursuant to Wis. Stat. § 62.23(7)(e) and consists of five regular members and two alternate members. All members must be residents of the City of Berlin pursuant to Sec. 2-327 of the City’s Code of Ordinances. Alderpersons are eligible to be appointed to the Board of Appeals as full voting members, subject to the requirements of Wis. Stat. §66.11(2). The Board of Appeals hears all appeals from any person aggrieved, or by any officer, department, board, or bureau of the City affected by any decision of the Zoning Administrator. A typical scenario is when the Zoning Administrator determines that a building is in violation of a zoning regulation, and the landowner appeals that determination to the Board of Appeals either to rule that the Zoning Administrator made an incorrect determination or to request a variance from the applicable regulation. The Board of Appeals also hears all applications for conditional use permits, special exception permits, and unclassified and temporary uses. The Board of Appeals is a quasi-judicial body, and not a legislative body, meaning it hears cases and applications that come before it which involve interpretations of zoning ordinances, but does not have the authority to pass any zoning regulation or ordinance. The UW-Extension in conjunction with the DNR have published a Zoning Board Handbook that contains more information and guidance for board members and staff. It is available at City Hall. Committee on Aging

The Committee on Aging meets at 10:00 AM on the 4th Tuesday of each month at the Senior Center.

The committee on aging shall consist of seven persons, five of which shall be residents of the city. The remaining two members may be nonresidents, if such persons are actively employed in the city in a managerial position in the field of aging.

Duty: Serve in an advisory capacity to the common council on all aging related issues.

Community Development Authority

Community Development Authority meets as needed on a monthly basis. This group consists of 7 members (residents of the city), and is a 4-year term (expires November 1st).

The Community Development Authority consists of seven resident persons having sufficient ability and experience in the fields of urban renewal, community development and housing. Two of the Commissioners shall be members of the Common Council and shall serve during their term of office as members of the Common Council. The Community Development Authority is created and granted all of the power and privileges created by Wis. Stats. § 66.1335. More specifically, the purpose of the Community Development Authority is to carry out blight elimination, slum clearance, urban renewal programs and projects, and housing projects. The Community Development Authority may act as the agent of the City in planning and carrying out community development programs and activities approved by the Mayor and Common Council under the federal housing and community development act of 1974 and as agent to perform all acts, except the development of the general plan of the City, which may be otherwise performed by the Plan Commission under Wis. Stats. § 66.1105, 66.1301 to 66.1329, 66.1331, or 66.1337. The Community Development Authority meets as needed. (Governing Bodies Member Handbook)

The Library Board meets the 2nd Wednesday of each month at 4:30 PM at the Berlin Public Library.

The Parks and Recreation Commission shall have all of the powers conferred by law upon park and recreation commissions, and shall be chargeable with all of the duties so required, such as recommend, oversee work and oversee funds of all parks, playgrounds and recreational activities as part of properties within the city.

Plan Commission

The Berlin Plan Commission meets the last Tuesday of each month at 6:00 PM in the City Hall Council Chambers. The commission shall consist of 7 members: the mayor, 1 alderperson, the president of Park and Recreation Commission, and 4 citizens of the city. This commission consists of 7 members and is a 3-year term (expires May 1st).

The Plan Commission consists of the Mayor, one Alderperson, the President of the Parks & Recreation Commission, and four residents of the City. Both the Mayor and the designated Alderperson are full, voting members. Additional Alderpersons are eligible to be appointed to the Plan Commission as one or more of the required four residents of the City. The Plan Commission oversees all matters related to zoning, land use planning, and comprehensive planning, including but not limited to updates or changes to the Zoning Code, the Comprehensive Plan, and the Official City Map. The Plan Commission oversees a variety of issues related to economic development and public improvements. Many issues that are to be submitted to the Common Council must first mandatorily be referred to the Plan Commission, such as the location of memorials or acquisition of lands for parks, abandonment/vacation of roads or utilities, and proposed Certified Survey Maps, plats, and subdivisions. The Plan Commission also has exclusive authority to review and approve site plans for commercial developments. The Plan Commission meets on the last Tuesday of the month at 6:00pm. Police and Fire Commission

The Police and Fire Commission meets the first Wednesday of each month at 7:00 PM at City Hall Council Chambers.

Travel and Tourism Commission

The Travel and Tourism Commission meets at 5:00 PM on the 2nd Wednesday of the month as needed at City Hall Conference Room B. This commission consists of 6 members (1 representative for the hotel/motel industry), and is a 3-year term (expires April 30th).
