City Clerk – Treasurer’s Office

Overview

The Clerk-Treasurer’s office is the legal custodian of official city records and acts as liaison between the public, city departments, and the Common Council. This office is responsible for administrating elections and maintaining the Statewide Voter Registration System.  Additional responsibilities of the Clerk-Treasurer’s office include:

  • Issuing licenses including alcohol, bartender, cigarette, direct seller, dog, and others
  • Billing of special assessments
  • Publishing all legal notices and public meeting notices
  • The Board of Review
  • Real & Personal Property Tax Collections
  • All general revenues and receipting

Administration

Berlin City Hall is located downtown, on the square.

History: Prior to 1928 city hall was located in various downtown buildings on their second floor offices including above the First National Bank in 1904.

In 1928 it was deemed appropriate to build a municipal building on the spot where the then current firehouse stood on Market Square . The current City Hall building was built and dedicated with much fanfare, including a song written about it in 1929. The original building had a tower on the south end but due to an engineering mistake it was deemed unsafe and removed in 1942. It housed city offices, the police department and the fire department. In 1982/83 the fire department moved to its own building and the remaining space was remodeled into more space for the remaining departments. The auditorium on the second floor was remodeled to hold the new Council Chambers. The building has received subsequent upgrades since then. It currently houses the police department, city offices and various department offices.

You must reside at your current residence in the City of Berlin for at least 28 consecutive days immediately preceding the next election to vote.  It is necessary to bring identification with your current City of Berlin address such as Wisconsin Driver’s License, Wisconsin ID, Bank or Credit Card Statement, Utility Bill, Paycheck, Student ID, Government issued Document, Lease Agreement, Employee ID, Residential Care intake document, Real Estate Property Tax Bill or Receipt.

Absentee Voting

Voters are allowed to cast their ballots prior to Election Day, either by mail or in the City Clerk’s office at 108 N. Capron Street.  You must provide an acceptable photo ID in order to vote.

Become a Polling Place Election Workers!

The City of Berlin is always looking for individuals who would be interested in being a Polling Place Election Inspector.
Wisconsin law permits high school students to work at the Polls on Election Day.  If you are interested in knowing more about becoming an election worker, please call the City Clerk’s office at 920-361-5400.

HOW TO SUBMIT YOUR PAYMENT

  • First tax payment is due: Sunday, January 31, 2027
  • Cash payments may be accepted in person during City Hall office hours (see schedule above).
  • Check payments can be made in-person, by drop box at City Hall, or by mail.
    • Make checks payable to City of Berlin Treasurer, 108 N. Capron St., Berlin WI 54923.
    • Please also include payment stub from Tax Bill or write Tax Bill number on check.
    • No two-party checks will be accepted.
    • Multiple parcels can be combined into a single check; however, parcels in different counties should NOT be combined. **Owners with properties in Green Lake and Waushara Counties, please send a separate check along with your payment stubs from your tax bills for each county.
    • If you require a receipt, please include a self-addressed stamped envelope with your payment.
    • Due to new postal processing policies, mail your payment ahead of time to ensure timely postmarking.  Postmarks may be applied by the Post Office 1-3 days after the mail is received/dropped-off/mailed, even when mailed in-person at the Post Office.
  • Online Credit/Debit Card and ECheck payments can be made at the City of Berlin City Clerk-Treasurer’s website page. Please note a processing fee will apply. Link and directions coming soon!

Payments ON/BEFORE December 31, 2026:
If you wish your payment to be posted in 2026, the payment MUST be received in person at the Clerk’s Office by Wednesday, December 30 at 4:30 p.m., postmarked by December 31, OR dropped off in the City Clerk’s Department Dropbox located in front entrance of City Hall, available 24/7, by December 31.

Payments ON/BEFORE January 31, 2027:
The payment MUST be received in person at the Clerk’s Office by Friday, January 29, postmarked by January 31, OR dropped off in the City Clerk’s Department Dropbox located in front entrance of City Hall, available 24/7, by January 31. Please note, our office is closed Sunday, January 31, but the dropbox is always available.

LOTTERY CREDIT

If both installments on your tax bill are equal amounts, you are not getting the lottery credit. If the residence listed on your tax bill was your primary residence as of January 1, 2026, you may qualify for the lottery credit. Contact the Clerk’s Office at 920-361-5400 for more information.

WHERE DO MY TAX DOLLARS GO?

Residents who own property in the City pay property taxes. The property tax bill adds together the tax levies of four different taxing jurisdictions. These taxing jurisdictions are the City of Berlin, the Berlin Area School District, Moraine Park Technical College, and either Green Lake or Waushara County (depending on which County you live in). Instead of requiring you to pay separate bills to each governmental unit, the levies from all four are combined into one bill for your convenience. Pet Licensing in the City of Berlin

Every dog owner must purchase a dog license for his/her dog when it reaches the age of 6 months. The license must be renewed on an annual basis.
-Have a certified veterinarian vaccinate your dog.
-Dogs must be vaccinated within 30 days after reaching 4 months of age.
-Each dog vaccinated at less than 1 year of age shall be re-vaccinated 12 months after the initial vaccination.
-After the initial rabies vaccination, every dog shall be vaccinated at 3-year intervals with a 3 year vaccine or at 1-year intervals with a 1 year vaccine.
-Attach your dog’s rabies vaccination tag to their collar.
-Save your dog’s written rabies certificate.

To obtain a dog license tag you must submit:
-The dog’s current rabies vaccination certifi­cate issued by a licensed veterinarian. The certificate must show the date the next rabies vaccination is due.
-Written proof of your dog’s spaying or neuter­ing if applicable.
-The correct license fee.

License Fees:
-Spayed/neutered dogs: $10.00
-Non-spayed/neutered dogs: $15.00
-Renew the dog license each year. It is valid for one year, January 1st through December 31st.
-A $5.00 penalty is due if not purchased by March 31st.
-If you no longer have your dog, contact the appropriate Clerk’s Office to update records.
